Technical assistance missions in the field of cultural policy and cultural industries are carried out by recognised international experts who were selected as part of this programme and who form the basis of an Expert Facility. These missions provide beneficiary countries with high-level expertise to assist them in ongoing efforts to strengthen human and institutional capacities to develop policies that suport the emergence of dynamic cultural and creative industries. Interventions are designed through a series of national and/or local consultations and validation processes so that each mission fully corresponds to the needs and priorities of the beneficiary countries.
The City of Buenos Aires and the government of the Seychelles have already benefited from technical assistance missions, carried out in late 2011 and early 2012. The results have been: a holistic evaluation of the domestic audiovisual sector and strategic recommendations to transform Buenos Aires into a global hub of the production of Spanish-language content for children; and a new creative industries policy and music sector strategy for the Seychelles that aim to equip artists and cultural entrepreneurs with the skills necessary to engage with global trends in the sector.
Technical assistance missions are well underway in Burkina Faso, the Democratic Republic of the Congo (DRC), Mauritius and Viet Nam. The technical assistance in Burkina Faso is focused on developing a strategy and action plan to make the integration of art and culture modules into school curricula a reality. The mission in DRC is supporting the development of a comprehensive and locally-designed cultural policy that implements the 2005 Convention. Assistance in Mauritius is centred on developing a clear strategy to create an enabling environment for the development of the country's cultural industries, while in Viet Nam the mission is focused on enhancing funding opportunities for these industries through the design of various mechanisms and a legal framework.
Technical assistance missions will be undertaken in Barbados, Cambodia, Haiti, Honduras, Kenya, Malawi and Niger in the second half of 2012. The assistance in Barbados, Kenya and Niger will focus on reinforcing cultural entrepreneurship, with particular focus on training of local trainers in Kenya (musicians, visual artists) and in Niger (staff of the Agence de formation des entreprises et industries culturelles du Niger). The mission in Honduras will mostly be centred on developing innovative business models aimed at enhancing the management and sustainability of cultural industries. Finally, missions in Cambodia and Malawi will provide assistance in the drafting and implementation of cultural policies that aim to foster the development of cultural industries.
UNESCO is partnerning for the first time with the European Union to reinforce the governance of culture in developing countries. This programme implements the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions at national and local levels, in developing countries that are both Parties to the 2005 Convention and are eligible beneficiary countries under the European Union thematic programme “Investing in People”. This technical assistance programme demonstrates the importance given by both UNESCO and the European Union to implement concrete activities that promote culture as a key factor of sustainable development.
